In no more than 250 words, describe the problem, who is affected, and the current ramifications. Explain the consequences if the issue continues. |
||
The nursing shortage is a crucial issue facing the American healthcare system. Statistics show that America will need more than 275000 nurses from 2020 to 2030. The shortage is expected to intensify with the aging of the Baby Boomers and changes in the healthcare needs of the American population. Besides the changes in the population dynamics, a high number of nurses are leaving their employers or profession, increasing the severity of nurse shortages. Factors such as nurse burnout, workplace violence, demands from family and career, and poor pay for the nurses increase their turnover rates, hence, shortages (Haddad et al., 2023). Nursing shortages affect the quality, safety, and efficiency of patient care and outcomes. Nursing shortage increases the risk of safety events such as medical errors. It also results in burnout among nurses, poor job satisfaction, and increased turnover rate among the remaining nurses. Hospitals incur high costs hiring, training, and retaining new nurses (Ghafoor et al., 2021; Moran et al., 2020; Muir et al., 2022).

Idea for Addressing Solution
In no more than 250 words, outline your idea for addressing the issue and explain why legislation is the best course for advocacy. |
||
An effective solution to address nursing shortage is for hospitals to prioritize nurses’ needs as a way of increasing their retention rates. Hospitals should identify the actual issues that contribute to high turnover rates among nurses and implement solutions to address them. For example, solutions such as hiring adequate nurses to address nursing shortages, providing a better pay for them, and creating a safe working environment for nurses would address the problem. Hospitals should also invest in their nurses by providing them with training and educational opportunities that enhance the competencies of their nurses. Nurses should also be rewarded for their performance and be made valuable through involving them in crucial organizational decisions and prioritizing their views (Lester et al., 2020). Through these interventions, job satisfaction rate among nurses will increase, which would lower their turnover rates.
|
||
Research the Issue
Perform research and compile information for your idea. Present substantive evidence-based findings that support your idea for addressing the problem (research studies, reports, etc.). Include any similar legislation introduced or passed in other states. |
||
Evidence 1 Nursing shortages is a crucial issue in America. Statistics show that up to 1 million additional nurses will be needed in America by 2020. Moreover, 275000 additional nurses will be needed from 2020 to 2030 (Haddad et al., 2023).
Evidence 2 Nursing shortages not only affect patient outcomes but also the overall healthcare of a country. It results in poor patient outcomes and a decline in healthcare quality in a country. The shortages cause increased workload, job stress, overburden, and physical and mental health issues in hospital settings (Ghafoor et al., 2021).
Evidence 3 Solutions to address nursing shortages should be explored. This includes the adoption of sustainable solutions that incorporate legislative efforts that support innovation in addressing the problem. It also entails the adoption of solutions that address organization-specific factors that increase nurses’ turnover, which worsens the nursing shortages. Increased provider autonomy, interprofessional collaboration, and creation of safe work environments for nurses should be prioritized (Lester et al., 2020).
Stakeholder Support
Discuss the stakeholders who would support the proposed idea and explain why they would be in support. |
||
Stakeholder(s) Supporting 1 Nurses | Nurses would support the proposed idea because they suffer from nursing shortages. They understand the effects on nursing shortages on patient, provider, and organizational outcomes. They will report that nursing shortages increase workload, burnout, medical errors, and poor patient outcomes.
Stakeholder(s) Supporting 2 Other healthcare providers | Other healthcare providers such as physicians will support the idea. They will cite reasons such as nursing shortages increasing workload, burnout, adverse events, and increased operational costs in health organizations
Stakeholder Opposition
Discuss the stakeholders who would oppose the proposed idea. Explain why they would be in opposition and how you would prepare to debate or converse about these considerations. |
||
Stakeholder(s) Opposed 1 Owners of healthcare organizations | Hospital owners might oppose the proposed idea. They might oppose it because of the cost implications associated with its implementation. I will present to them cost-benefit analysis associated with the idea and its sustainability to influence their decisions.
Stakeholder(s) Opposed 2 Legislators | Legislators might oppose the proposed idea because of its budgetary implications. I will prepare a detailed proposal and projections of the benefits associated with the proposal to influence them to support its adoption.
Financial Incentives/Costs
In no more than 250 words, summarize the financial impact of the issue and the idea (added costs, cost savings, increased revenue, etc.). Provide support (may include references from the “Research Your Issue” section). |
||
The proposed idea has considerable cost-benefits to healthcare organizations. According to Muir et al., (2022), hospitals spend about $16736 per nurse per year employed on nurse-attributed turnover costs. This implies that a high turnover rate among nurses, which worsens nursing shortages countrywide have immense financial impact on health organizations. Adopting the proposed idea to address nursing shortages in health organizations would save unnecessary costs that hospitals incur. Another study by Moran et al., (2020) found that the implementation of programs that aim at addressing nursing shortages in hospitals have considerable cost savings. The researchers discovered that the implementation of the RISE program to increase retention rate among nurses resulted in monetary benefits of $22576.05 per nurse. In addition, the research revealed that hospitals could save $1.81 million annually by implementing programs that address nursing shortages (Moran et al., 2020).
Legislature: Information Needed and Process for Proposal
Discuss how to advocate for your proposal using legislation. Include the following: |
||
Provide the name and complete contact information for the legislator. | Dwan Addis
Capitol Office, 1021 O Street, Suite 5350, Sacramento, CA 95814 P.O. BOX 942849, Sacramento, CA 942249-0030; (916) 319-2030 District Office 857 Santa Rosa Street, San Luis Obispo, CA 93401; (805) 549-3001 99 Pacific Street, Suite 575G, Monterey, CA 93940; (831) 649-2832 |
|
Describe the steps needed to present this to your legislator. | I would send an email to the legislator expressing my intent to present the proposal to her. I will also need to book an appointment at her office and inform them about the intent of my visit. I will then prepare the proposal and ensure it captures the most crucial facts about nursing shortages and the appropriateness of the proposed solution.
Interprofessional Collaboration in the Legislative Arena
In no more than 250 words, discuss the role interprofessional collaboration plays in advocacy through legislation. |
||
Interprofessional collaboration plays an important role in advocacy through legislation. Interprofessional collaboration ensures collectivism in pursuit for a common goal in advocacy. The collectivism strengthens the magnitude of issues of focus in advocacy and responsiveness among the involved stakeholders. Interprofessional collaboration also brings together different knowledge, skills, and perspectives in policy advocacy. As a result, there is increased possibility of the adoption of most effective advocacy strategies to address nursing shortages and other crucial issues in healthcare. Inteprofessional collaboration also improves communication between the stakeholders involved in the advocacy process (Girard et al., 2020). It eliminates fragmented sharing of information, thereby, increasing the efficiency in decision-making and implementation of responsive strategies to address nursing shortages.

Leadership Competencies and Styles
The American Organization of Nurse Executives (AONE) has identified leadership competencies relevant for nurse leaders to guide practice within the health care system. Describe two leadership competencies identified by the AONE that would also be necessary for a nurse to advocate for the legislative solution you have proposed. Discuss how the theory of servant leadership supports these competencies. This section should be addressed in no more than 250 words. |
||
One of the leadership competencies identified by the AONE that would be necessary for a nurse to advocate for the proposed solution to address nursing shortage is communication and relationship management. A nurse should have effective communication skills and relationship management to promote the adoption of the proposed solution. She should be an effective listener, communicator, and use their leadership skills to influence other’s decisions. The nurse should also be competent in promoting the use of approaches such as shared decision-making to make decisions that align with the prioritized issues related to nursing shortage. The other leadership competence the nurse should have is adept knowledge of the healthcare environment. The nurse should be knowledgeable in clinical practice, healthcare delivery models, healthcare policy, governance, and patient safety issues in healthcare. This knowledge is important in ensuring that the nurse can influence the key decision-makers by providing balanced information about the potentials of the proposed solution to improve healthcare outcomes (Morse & Warshawsky, 2021). The theory of servant leadership supports these competencies. It helps nurses to be there to serve others. The nurse would prioritize the adoption of strategies that benefit nurses and the organization rather than himself/herself (Pawar et al., 2020). Therefore, nurses would feel that their voices have been heard based on the solutions adopted to address nursing shortage.

Christian Principles and Nursing Advocacy
In no more than 250 words, discuss how principles of a Christian worldview lend support to legislative advocacy in health care without bias. Be specific as to how these principles help advocate for inclusiveness and positive health outcomes for all populations, including those more vulnerable, without regard to gender, sexual orientation, culture, race, religion/belief, etc. |
||
The principles of a Christian worldview lend support to legislative advocacy in healthcare without bias. Firstly, the Christian worldview requires those involved in policy advocacy to engage in activities that promote a common good. A focus is on minimizing unintended harm to others while optimizing the benefits associated with advocacy initiatives. The Christian worldview also requires those involved in advocacy not to consider factors such as color, ethnicity, or race in their pursuits. Instead, their actions should aim at ensuring collective benefits for all irrespective of their backgrounds. The worldview also holds those involved in advocacy to consider virtues such as respect, honesty, trust, and transparency in their actions (Mintert et al., 2020). As a result, advocates engage in activities that would promote positive health outcomes for all the populations irrespective of their sexual orientation, gender, race or any other identifiers.
